Unleashing More Than RMB 30 Million in Market Opportunities: Chengdu Hi-tech Zone Launches the “SOE Scenario Opening” Plan

Recently, Chengdu Hi-tech Zone launched the “SOE Scenario Opening” plan. Five state-owned enterprises under the administration of Chengdu Hi-tech Zone — Chengdu Hi-tech Investment Group, Science and Technology City Group, Biocity Group, Jiaozi Park Investment Company and Hi-Tech Group — have planned and prepared more than 50 scenario requirements in total, which are expected to unleash market opportunities worth more than RMB 30 million. The second batch of scenario demand and capability lists was also released, opening the door to cooperation with enterprises, universities and research institutes nationwide.

The “SOE Scenario Opening” plan is a service program launched by Chengdu Hi-tech Zone to further connect technology with industry, link research and development with markets, and promote the integrated development of scientific and technological innovation and industrial innovation. Under the plan, the five district-owned SOEs — Chengdu Hi-tech Investment Group, Science and Technology City Group, Biocity Group, Jiaozi Park Investment Company and Hi-Tech Group — will open real business scenarios, platform resources and data capabilities to enterprises.

Based on their respective core businesses, the five district-owned SOEs have systematically identified pain points and broken down requirements, “putting on display” resources that can be opened and “putting forward” technologies that need to be tackled. They will release demand and capability lists on schedule, regularly organize supply-and-demand matchmaking activities, establish dedicated follow-up mechanisms and supporting institutional safeguards, and create a stable and predictable rhythm for releasing market opportunities. This will help technology enterprises find scenarios, match their capabilities to needs and secure opportunities, forming a closed-loop mechanism in which “SOEs set the questions, enterprises submit the answers and the market provides validation.”

Chengdu Hi-tech Investment Group

Chengdu Hi-tech Investment Group covers eight subsidiaries and is opening four types of resources — data, facilities, business resources and spatial platforms such as Tianfu Software Park and the Elderly Care and Disability Support Center. It is systematically developing four directions: artificial intelligence, digital energy, intelligent robotics and smart public services. It has also formulated supporting guidelines for benefit distribution and is exploring an “investment plus scenarios” linkage mechanism.

Science and Technology City Group

Science and Technology City Group covers six subsidiaries and is opening spatial platforms and facilities such as Future Smart Innovation Industrial Park, the International Science and Education Park and Futian TOD. It is releasing scenario requirements in areas such as smart security at the International Science and Education Park, smart parking at Futian TOD and low-altitude inspection of smart construction sites. It has established a three-level scenario ledger and batch-release mechanism covering the group, subsidiaries and projects, with monthly tracking and quarterly review and advancement.

Chengdu Biocity Group

Chengdu Biocity Group covers all its subsidiaries and focuses on the biopharmaceutical industrial ecosystem, opening scenario resources in areas such as smart parks, smart construction, digital energy, and smart culture and tourism. It is also opening 13,000 square meters of pharmaceutical cold-chain storage, a pharmaceutical distribution system audited and recognized by 457 multinational pharmaceutical companies, and nine public biopharmaceutical service platforms. It provides biopharmaceutical enterprises nationwide with full-chain public technology services ranging from drug discovery to pilot production. It has also formulated guidelines for distributing cooperation benefits and implemented demand tracking and evaluation together with closed-loop “one item, one file” management.

Jiaozi Park Investment Company

Jiaozi Park Investment Company covers six subsidiaries and is opening business resources related to Jiaozi Park, industrial platforms and software research and development. It is opening cooperation in areas such as smart property management and enterprise digital transformation, and implementing precise supply-and-demand matchmaking and coordinated resource allocation across subsidiaries.

Hi-Tech Group

Hi-Tech Group covers five subsidiaries and is opening digital information scenarios in areas such as credit operations, financing guarantees, contract management and investment management, while releasing requirements in financial technology, AI applications and data services. It is exploring diversified benefit-distribution mechanisms, including revenue sharing from technology commercialization, basic service fees combined with benefit sharing, and technology services linked to scenario implementation together with equity investment. Market-oriented distribution will be used to stimulate the enthusiasm of all parties for cooperation.

Previously, Chengdu Hi-tech Zone released its first batch of SOE scenario demand lists for 2026. With the launch of this plan, it also released the second batch of SOE demand and service capability lists. The demand list contains 24 items and the service capability list contains 35 items, releasing opportunities for scenario-based cooperation to enterprises.

Demand List

Science and Technology City Group (9 items)

The list focuses on scenarios such as low-altitude inspection of smart construction sites; AI-enabled smart lighting control linked to passenger flows in commercial complexes; smart security; smart flood control; smart evacuation; smart parking systems; and 24-hour unattended smart retail in three parks. These scenarios cover the low-altitude economy, artificial intelligence, smart security and smart parking.

Chengdu Biocity Group (5 items)

The list covers smart parks, smart construction, digital energy, smart culture and tourism, and other areas. It includes the design, production and installation of smart energy-saving signage for Plot N of the Incubation Park; the general contracting of Phase II of the Guang’an Biopharmaceutical Collaboration Industrial Base, including smart construction-site supervision and full-lifecycle BIM management; the backup power supply project for Phase V of the talent apartments; smart official-account operation services; and new-media publicity, promotion and smart public-opinion monitoring services.

Hi-Tech Group (10 items)

The list covers scenarios such as operation and maintenance of credit business systems; development of a big-data center for guarantees; intelligent contract management; smart data services; AI applications for investment management systems; localized intelligent applications for integrated enterprise services; smart microgrids integrating power sources, grids, loads and storage; AI energy digital laboratories; smart coffee robots; and smart cleaning robots. These scenarios cover frontier areas such as the digital economy, artificial intelligence, digital energy and intelligent robotics.

Service Capability List

Science and Technology City Group (6 items)

It is showcasing a low-altitude economy industrial innovation service and scenario-validation platform located in “Future Wing Valley” in Future Science and Technology City. Covering approximately 1,000 square meters, the platform can meet needs for displaying and demonstrating new low-altitude technologies and products, airspace validation and industry matchmaking. It also offers capabilities such as heavy-lift engineering-grade drones, multiple types of drone products, high-energy-density battery cells and pilot services for solid-state batteries, providing key technical support for the low-altitude economy and new-energy industries. In addition, it provides supporting services for customized research, development and processing of electronic components.

Chengdu Biocity Group (16 items)

It brings together full-chain public biopharmaceutical technology services covering drug discovery, nonclinical research, clinical trials, pilot production, inspection and testing. The offering integrates the capabilities of nine major platforms, including Shengshi Junlian antibody discovery, Chengdu HitGen's drug discovery and development, Huaxi Haiqi nonclinical evaluation, the West China Clinical Research Center, Jianjin Pharmaceutical CDMO, and inspection and testing at Tianfu Jincheng Laboratory. Several of these capabilities are the first of their kind in Sichuan or are leading nationwide. It is also opening capabilities in themed camping, park festival operations, pharmaceutical cold-chain storage, bonded logistics and cross-border customs clearance, providing one-stop industrial empowerment for park enterprises and partners. In addition, the Biocity branch of China Telecom provides capabilities such as Tianyi Cloud intelligent computing, cybersecurity, SD-WAN networking and Xingchen TokenHub foundation-model inference.

Hi-Tech Group (10 items)

Together with its incubated enterprises, it has launched a range of innovative smart healthcare products, including hand-function training robots, upper-limb rehabilitation robots, lower-limb robots for knee rehabilitation, 3D high-speed medical printing systems, smart TCM tongue-diagnosis devices, companion health and eldercare robots, and aging analyzers. These products serve multiple scenarios in rehabilitation medicine, community-level diagnosis and treatment, and health management. It also provides capabilities in new materials and intelligent manufacturing, including oscillatory hot-press sintering equipment and solutions for preparing high-performance materials, mobile transport robots and breathing-type mosquito traps.

Jiaozi Park Investment Company (3 items)

It has launched a smart property management platform and an integrated business-and-finance management system. The systems support unified management and control of building resources, customer information, property services and financial data, and enable interconnection between access-control and parking systems, providing a mature solution for the digital transformation of business parks.

According to an introduction, enterprises can officially begin contacting the responsible parties about the second batch of 24 requirements today. Cooperation methods include procurement bidding, open selection, inquiry-based comparison, free trials, joint development and sharing, revenue sharing and commissioned operation, meeting the needs of enterprises of different sizes and at different levels of technology maturity. Each scenario on the list identifies the specific liaison organization, contact person and contact details, enabling potential partners to make direct contact by phone.

As a national innovation demonstration zone, Chengdu Hi-tech Zone is using the regular opening of SOE scenarios as a driving force to promote precise matching and efficient transformation between SOE requirements and the capabilities of technology enterprises. It is turning the real needs of SOEs into market opportunities for technology enterprises and SOE scenario resources into fertile ground for cultivating new quality productive forces.

To date, all 12 requirements in the first batch have entered the matchmaking stage. The smart operations platform for the Elderly Care and Disability Support Center of Social Affairs Investment Company has attracted several technology enterprises to participate in solution selection. Future Energy Company’s building-integrated photovoltaics project has begun technical matchmaking with several integrators. Several teams are already trialing the AI programming tools at Tianfu Software Park.

A relevant official of Chengdu Hi-tech Zone said that the five SOEs will continue to follow the principle of “release a batch when it is ready.” They will identify and roll out new lists on a quarterly basis, releasing no fewer than 50 requirements over the course of the year and creating a stable and predictable rhythm for releasing market opportunities.
