Chengdu Hi-Tech Comprehensive Bonded Zone
In 2025, targeting regulatory challenges faced by pharmaceutical companies when selling domestically developed and produced drugs within China, the zone introduced the "Domestic Drug Sales Supervision Model for Comprehensive Bonded Zones." Under this model, customs directly reviews and releases goods based on the drug marketing authorization documents submitted by enterprises, effectively bridging the critical link between domestic and international trade integration. To date, the cumulative value of released domestic drugs exceeds RMB 100 million, saving enterprises approximately RMB 1 million in clearance, logistics, and capital occupation costs, while also accumulating experience for national policy formulation.
Through continuous regulatory innovation, Chengdu Hi-Tech Comprehensive Bonded Zone has fully unleashed enterprise vitality, encouraging businesses to engage in seven new business formats, including remanufacturing, software testing, IT service outsourcing, and storage and exhibition of cultural relics and artworks. In 2025, revenue from innovative businesses reached approximately RMB 6 billion.
Industrial Clustering: Strengthening Chains to Form Clusters – The "Ballast Stone" of Foreign Trade Foundations
Since its establishment and consolidation in 2010, Chengdu Hi-Tech Comprehensive Bonded Zone has focused on advanced manufacturing, continuously promoting clustered industrial development. The zone has attracted global industry giants such as Intel, Foxconn, Texas Instruments, Dell, Compal, Wistron, and Molex, forming a complete IC industry chain covering IC design, wafer fabrication, and packaging/testing. It has also become a major global production base for tablets and laptops. Leveraging the general taxpayer qualification pilot policy, the zone has attracted leading projects such as Tongwei's photovoltaic and new energy initiative, BYD's chip manufacturing, and iSpace's reusable rocket assembly, fully integrating into the "dual circulation" development paradigm. With a concentration of high-quality enterprises, the zone has established six national and provincial-level enterprise technology centers, with 13 enterprises recognized as national high-tech enterprises or provincial-level specialized and new "little giant" enterprises.

Last year, the zone introduced UDC, a global leader in high-efficiency OLED technology and luminescent materials, and collaborated with companies like Idemitsu Kosan in the new display materials sector to provide localized support for leading enterprises such as BOE and Vistar Optoelectronics. It also facilitated existing enterprises like Texas Instruments and Unisem to increase investment and expand production. An industrial ecosystem characterized by "leading enterprises driving chain-wide collaboration" is gradually taking shape.
Data shows that in 2025, the total import and export value of Chengdu Hi-Tech Comprehensive Bonded Zone reached RMB 525.69 billion, accounting for over 50% of Sichuan Province's total foreign trade. Within the zone's first-line import and export trade, bonded business accounted for 99.57% of the total value, underscoring the dominant role of the core bonded business. Leveraging its industrial strengths, the zone has vigorously developed bonded maintenance services for electronic information products and aircraft engines, with a maintenance cargo value exceeding RMB 13.5 billion, ranking among the top three nationally in single-item scale. The zone has actively guided enterprises towards R&D innovation, resulting in 415 new invention patents and utility model patents. The scale of bonded R&D imports and exports entered the national top five for the first time.
Smart Supervision: Data-Driven Empowerment for Accelerated Customs Clearance
Centered around the "Digital Intelligent Comprehensive Bonded Zone" system, Chengdu Hi-Tech Comprehensive Bonded Zone has reshaped the clearance process through intelligent means, truly achieving "more data transmission, less cargo movement." The nationally pioneering "Cross-Park within Same Enterprise" model allows goods to move freely across zones using smart electronic locks, with satellite positioning ensuring full traceability. This reduces cross-zone costs for enterprises to zero and improves clearance efficiency by 90%. The launch of the "Intelligent Empty Container Detection" mode has reduced the passage time for empty vehicles from approximately 3 minutes to just 20 seconds. As the first in the province to implement the "Centralized Inspection" model, the zone leverages a "three centralizations" approach—centralizing inspection sites, goods, and personnel—alongside a 24/7 appointment mechanism. By ensuring "personnel await goods," it effectively resolves the previous issue of "goods awaiting personnel," achieving "immediate inspection upon arrival and immediate release." Combined with the "Direct Transfer within Zone" model, changes in goods status are now achieved in seconds.

"Intelligent Empty Container Detection" Mode
Furthermore, leveraging the supervisory advantages of both the Chengdu Hi-Tech Comprehensive Bonded Zone and the off-site consignment repair bonded warehouse, the zone provides chip manufacturers with 7×24-hour convenient services, including centralized delivery and reporting for inbound/outbound goods and pre-submission of inspection declarations. This ensures efficient allocation of supporting equipment and tools for chipmakers, fueling the rapid growth of Sichuan's semiconductor industry. By utilizing intelligent technologies and equipment, the zone offers integrated supply chain services for ICs, encompassing warehousing and distribution. This has rapidly fostered a robust ecosystem centered around two core warehouses, with multiple logistics companies contributing collectively.

Centralized Inspection
Since the beginning of this year, the zone, in collaboration with Chengdu Customs, has resolved over 10 core pain points related to clearance efficiency and logistics costs, with enterprise satisfaction continuously rising. Standing at a new starting point, Chengdu Hi-Tech Comprehensive Bonded Zone will further leverage its demonstrative and leading role as an open platform.
